RESOLUTION
GREAT RIVER ROAD
SCENIC BYWAY DE-DESIGNATION

WHEREAS, Monroe County Commission has made a sincere effort to cooperate with the Great River Road Scenic Byway Program and believe that the designation could be and would be a valuable economic development tool with a tremendous benefit to the tourism industry.

WHEREAS, the critics with organized effort, questionable allegations, and the fear of property rights infringement have presented considerable opposition.

WHEREAS, an advisory referendum was held and a majority of voters were in favor of de-designation.

WHEREAS, a public hearing was held and a preponderance of comments were to proceed with de-designation.

WHEREAS, the proponents to the de-designation are organized and have shown to be resolute in their beliefs with every indication being that there will be no agreeable solution short of the County’s withdrawal from the byway program.

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners hereby agree that it would be to the best interest of the citizens of Monroe County for the Scenic Byway designation for the rural sections of IL State Route 3 and the Maeystown Road be rescinded thus ending the extended controversy.

BE IT FURTHER RESOLVED that the County Engineer is hereby directed and advise the Illinois Department of Transportation of the County’s intent not to implement the Byway Corridor management Plan and request that the de-designation process commence immediately.

Passed by the Board of Commissioners of Monroe County, Illinois at Waterloo this 23rd day of July, 2001.
