Developer Wins $1.6 Million from Brookhaven
Because of Taking Resulting from Rezoning
A jury in State Supreme Court in Riverhead has found that the
Town of Brookhavens 1987 rezoning of two parcels where Parviz
Noghrey had intended to build strip malls amounted to a Taking
without compensation and awarded him $1.647 million after sixteen
years of litigation. His attorneys, Gleich and Farkas of Great
Neck, said that the November 18th verdict may be the first New
York victory in this type of case. Mr. Noghrey, 67, said the award
will not meet his obligations in excess of $2.5 million. They
killed me, he said. I lost everything. Mr. Noghrey
