Impact Fees Are Becoming a Popular Tool of Tax-strapped
Municipalities
When Oak Grove, California, required an impact fee of $240,357
to issue a building permit for the $500,000 home of Muhammed Ahmad
and Jonette Banzon, they enlisted the help of Pacific Legal Foundation.
The fee was ultimately settled at $9,750. Such building permit
exactions, as they are known, average $26,392 for
a single family home in California, according to Duncan Associates,
as cited in Kris Hudsons Property Report in The Wall
Street Journal on November 21. Reports of extraordinary impact
fees being imposed in New York State are reaching PRFA.
