Open Letter to Congressman Pat Roberts - W. L. Harris,
Holcomb, Miss., September 22, 1995 (reprinted from Positions
on Property, Vol. 2, No. 3)
When W. L. Harris attempted to buy back his farm under the
1985 Food and Security Act, FmHA placed wetlands easements on
the 1004 best acres of his farm, which prevented him from doing
anything with the land except pay taxes on it. After spending
over $30,000 in legal fees battling the Fish and Wildlife Service
in court to get back his land, Mr. Haris appealed to Pat Roberts,
Chairman of the House Agricultural Committee. Mr. Harris lost
his land and his money.
