Impact Fees Are Becoming a Popular Tool of Tax-strapped Municipalities
When Oak Grove, California, required an impact fee of $240,357 to issue a building permit for the $500,000 home of Muhammed Ahmad and Jonette Banzon, they enlisted the help of Pacific Legal Foundation. The fee was ultimately settled at $9,750. Such building permit "exactions," as they are known, average $26,392 for a single family home in California, according to Duncan Associates, as cited in Kris Hudson's Property Report in The Wall Street Journal on November 21.
