If it was not so revolting, it would be rather humorous to watch a social-engineering entity, such as the Adirondack Park Agency, in action. They apparently will latch onto anything that offers an opportunity to extend their control over people's lives and property, and, of course, the vastness of their kingdom. Strategies are similar to those of other master planners; such as the City of New York, which lays claim to every drop of water that happens to exist on every square inch of their reservoir watersheds; or the Champlain Basin consortium which possesses similar tentacles.
The concern and debate over the so-called invasive aquatic plants and animals such as purple loosestrife and the zebra mussel have reached a point where the saviors feel they must go into action. Why the supposed problems were not adequately addressed by the existing, responsible governmental agencies is left to one's imagination.
Spearheading the charge is the U.S. Senate, which recently introduced S.525, the National Aquatic Invasive Species Act of 2003. A review makes it apparent that it may be as intrusive and obnoxious as the Endangered Species Act, which transferred authority from the states to the federal government and provided the powers to be with another tool to run roughshod over anyone they so desired.
It is suggested that any concerned individuals go to the Senate website and read through the entire concoction to see just how bothersome it is. Clues are provided by many of the findings and definitions, such as: invasives are the second leading threat to endangered species; environmentally sound refers to activities that minimize adverse effects on the structure and function of an ecosystem (undoubtedly man's ecosystem is not included); species means any taxonomic classification ranking below a genus or subgenus (same abuse as with endangered species); and, hold on to your hats, undesirable impact means economic, human, health, aesthetic, or environmental degradation that is not necessary for, and not clearly outweighed by public health, environmental or welfare benefits (that leaves the door wide open). The implications of this whole carte blanche monster are unlimited.
One might think that this proposed usurpation of power by the feds would be of great concern to the Adirondack Park Agency who currently has a stranglehold on their kingdom, but this does not appear to be the case. It could be that they see S.525 as a golden opportunity to strengthen their grip even more. And they have been playing the invasive game for some time now. An October 2001 Agency memorandum discussed the present state of affairs of the Adirondack Park Roadside Invasives Control Initiative. Interestingly, it was noted that the Park constitutes a core conservation area with a highly invaded area corresponding to the Lake Champlain, St. Lawrence, Mohawk, and Lower Hudson River valleys. Obviously, justification exists for extension of APA's realm of control. The group did propose activities in the so-called peripheral area.
Then more recently, a June 2003 article in the Hamilton County News announced a brand new website for the Invasive Plant Program. It noted that the principal partners are the Department of Environmental Conservation, Adirondack Park Agency, Department of Transportation, and, would you believe, The Nature Conservancy? One should wonder how a private, highly political, decidedly special interest, extremely well-heeled, profiteering real estate agency can be allowed to infiltrate governmental circles and exercise so much influence.
The plot thickens and those truly concerned about the preservation of traditional American values and way of life better pay greater attention and take necessary actions.

Post Script: It is interesting that the decidedly left-leaning environmentalists, who are so death on foreign, invasive flora and fauna, are the same ones who deftly turn their backs on the illegal human invaders who pose such a threat to the health, safety, and welfare of our great country. Just what do you suppose their real agenda is?
